As Feathers said, it's Pram from Makai kingdom/Disgaea. It's actually cropped from a picture by an artist who goes by 'Haga Yui'.
I am particularly fond of Haga's artwork because when he draws H-doujinshi he always draws in ero-kawaii style. :nosebleed:
Haga is also notable for being the artist for Baka to Test to Shoukanjuu and creating Lotte no Omocha. Just in case you were interested. :whistle:
