Hobgoblins have really low chances to being born compared to common goblins (to the point of being considered as blessings in the goblin communities).
And I'm kind of inclined to believe that due to the roles they have in goblin communities and the motto instilled into them for generations ("the bigger, the better") there can't be more of one hobgoblin per community (if a group has been blessed with two of more of them, possibly one of them will be sent to a community that hasn't been blessed by the "maginifcence of greater, soft and jiggly good").
And I'm actually unsure if hobgoblins can even tolerate each other (kind of what happens with pet hedgehogs, that react violently when a new hedgehog is brought home).

Really noble goal of yours, be ready to have at your disposal a mud pool/ring... you're gonna need it (Or lots of lotion/oil if you seek for a more peaceful solution such as a competition to see who has the biggest assets and at the same time who uses them more effectively).
